The Department of Research, Policy, and Planning (RPP)

Overview

The Department of Research, Policy, and Planning (RPP) exists under the Ministry of Gender, Children and Social Protection (MoGCSP) of Liberia. This department plays a central role in research, policy development, planning, monitoring, and evaluation of programs affecting gender, children, and social protection issues. It ensures evidence-based decision-making and the formulation of national policies that protect vulnerable populations.

Roles and Core Functions

1. Policy Formulation and Development

Leads in drafting and reviewing policies and strategic frameworks for gender, children, and social protection. Aligns policies with national development priorities and international commitments.

2. Research & Statistics

Conducts research to generate evidence supporting policy recommendations. Oversees data collection, analysis, and dissemination of findings relevant to social issues.

3. Monitoring and Evaluation (M&E)

Develops M&E frameworks to assess the performance and impact of programs under the ministry’s portfolio. Provides evaluation reports to inform government decisions.

4. Sector Coordination

Collaborates with internal divisions, development partners, and stakeholders to ensure cohesive implementation of policy and program outcomes.

Organizational Structure

The RPP sits alongside other departments such as the Department for Gender, Department for Children, and Department for Administration. Within RPP, subdivisions include:

Location and Contact

The MoGCSP office is located in Monrovia, Liberia at the Ministerial Complex in Congo Town. Office hours are Monday to Friday, 9:00 AM – 5:00 PM.
